  I have completed BCA from Sikkim Manipal University Distance Learning, could i appear in UPSC.
  Or my degree will not considered for IAS or UPSC.

  Yes, you can surely give UPSC exams after passing from any UGC recognized university in Regular/Distance/Correspondence mode
